Construction of the Strategic Logistics Hub «Tobyl» — a Key Point of Eurasian Transit — Has Officially Started

The official launch of the construction of the new transport and logistics complex «Tobyl» took place in Kostanay. It is one of the largest infrastructure projects in northern Kazakhstan. The hub is being built in the industrial zone of Kostanay and will become a key component in the implementation of the transit strategy outlined by President Kassym-Jomart Tokayev.

The groundbreaking ceremony was attended by Deputy Prime Minister of the Republic of Kazakhstan Yermek Kosherbayev, Akim of Kostanay Region Kumar Aksakalov, Deputy Chairman of the Board for Logistics of JSC NC «Kazakhstan Temir Zholy» Yerlan Koishybayev, and Chairman of the Board of Directors of Allur Group Andrey Lavrentyev.

The project is being implemented with the participation of JSC «Kedentransservice» and LLP «TLK Tobyl,» with the support of the Industrial Development Fund. The logistics complex will cover an area of 133.6 hectares, with total investments of 64 billion tenge. The projected capacity of TLK «Tobyl» is up to 400,000 twenty-foot equivalent units (TEU) per year, or more than 11 million tons of cargo.

The complex will create 500 new jobs, focusing on the employment of logisticians, operators, IT specialists, support staff, and young professionals.

A National Hub and Infrastructure of the Future

Speaking at the launch ceremony, Deputy Prime Minister Yermek Kosherbayev emphasized that this project is of national significance:

«We are not just building a logistics hub—we are laying a solid foundation for the new economic geography of the country. ‘Tobyl’ will become an intellectual platform where logistics, digitalization, education, and industry intersect. New competencies will emerge here, new jobs, new meanings for the younger generation. This is not a regional, but a national project—a catalyst for the country’s growth. It will strengthen Kazakhstan’s position in global supply chains, open new horizons for businesses, investors, and for people who want to grow and develop here, at home,» said Yermek Kosherbayev.

Today, Kostanay Region is one of Kazakhstan’s leading export centers. The region accounts for over 70% of the country’s iron ore exports and about 30% of all flour production. It is also a major importer of machinery and components. The launch of TLK «Tobyl» is expected to further boost these figures in the coming years.

A Pillar for the Region’s Industrial Cluster

Akim of Kostanay Region Kumar Aksakalov noted that the start of construction is more than just the beginning of one facility—it is a contribution to the long-term architecture of the country’s economic independence.

«The Head of State has tasked us with positioning Kazakhstan as a logistics center of Eurasia. We are starting with concrete actions. TLK ‘Tobyl’ will provide logistics support for the rapidly growing industry of the region. Exports will increase, business costs will decrease, and new niches will open for investment and SMEs,» emphasized Kumar Aksakalov.

The complex will be integrated into international transport corridors connecting China, Central Asia, Turkey, Iran, Afghanistan, and Europe. Cargo traffic is expected to grow along the «Northern Kazakhstan–Southern Urals» route as well as toward China.

The hub will include terminals, warehouses, customs clearance, IT and service zones—all in one place. A digital system will provide real-time cargo tracking. Construction is scheduled for completion by 2027.

Why Now?

Kostanay Region is strengthening its position as one of the country’s main industrial centers. In 2025 alone, the launch of a KIA plant is planned, with an annual capacity of 70,000 vehicles, along with several enterprises for the production of automotive components with a combined capacity of more than 220,000 units. This industrial cluster creates vast opportunities for logistics development.

TLK «Tobyl» will become a key infrastructural pillar for sustainable export of locally produced goods and will open new opportunities for cooperation across the Eurasian space. Thus, the construction of TLK «Tobyl» is an important step in enhancing the country’s transit and transport potential and strengthening Kazakhstan’s role as a major industrial and transit hub at the crossroads of Europe and Asia.
